import Video in timeline make sure perfect sequence you selected (if your mobile footage then click here for best sequence setting ) after video imported in the timeline

Go into the effects panel and search in the search bar for gaussian blur

In the control panel, the gaussian blur effect setting  has blurriness and blur dimension on above you can see a circle that is mainly ellipse mask second is a rectangle  that is polygon mask and last is the pen tool mean free masking

Create masking above a face in the video we need to select a circle that is an ellipse mask drag it properly on the face keeps it way large as per the face therefore adobe premiere pro track it properly

Drag the mask on the face now you gave two option for tracking mask one is manually tracking and another is automatically tracking 

Manually tracking keeps frame by frame manually in the video it is best for accurate masking and sharp masking but it takes a long time for just seconds video

Automatic tracking is done by software automatically without wasting time and its track frame by frame automatically how to do it lets follow below step

In the gaussian blur setting, you see in the mask track button available both for frame by frame button to forward\backward and both are track button for forward\backward choose this one-button as given image

Press the track button it tracks the mask automatically in a minutes

After clicking the button its automatically track the selected mask frame by frame set blurriness is 88 in my video mask feature is 22 and other setting keeps as default no any need to change
